PLC (Passenger Location Card)
Update June 3, 2022:
As of June 5, 2022, it is not necessary to present this document to enter Curaçao.
The PLC card was implemented as a control measure for travelers to keep Covid-19 infections under control on the island.
Below is the most recent official statement:

Tickets
To enter Curaçao as a tourist, it is necessary to present not only the arrival ticket but also the return ticket.
Failure to present a return ticket may raise concerns to authorities about the traveler’s true intentions. Therefore, it is important to bring a ticket that proves your intention to leave within the next 30 days.
If you intend to stay more than 30 days in Curaçao, you will have to request a stay permit from the immigration authorities and pay certain costs and have a “guarantor” on the island. You can use my contact form if you need more detailed information about this process.
The maximum length of stay on the island for a non-resident traveler is 90 days per year. This is not a calendar year. The year must be counted from the initial date of arrival on the island.
For example: If you arrive in Curaçao on June 1, 2022 and wish to stay for 90 days on the island, you must apply for a permit to stay until the end of August.
After such stay, you will only be able to enter Curaçao again as of September 2023.
Covid-19 Documents
As of March 10, 2022, no traveler needs proof of Covid-19 before entering Curaçao.
Update June 3, 2022:
As of June 5, 2022 it is NOT necessary to present the PLC card to enter Curaçao.
Tip: It is good to check if your travel insurance includes coverage for medical care abroad as well as for COVID-19 infection care costs.
If you become ill and must be quarantined or resort to hospitalization, any costs for additional accommodation and hospital care will be borne by you if you are not insured.
