The Curaçao Civil Aviation Authority (CCAA) regulates the use of drones on the island. Making sure you comply with these regulations is essential to avoid fines or confiscation of your equipment. Here are the key points to keep in mind:

General requirements

  • Drone Registration: All drones must be registered with the CAAC before being operated in Curaçao.
  • Operator’s License: It is necessary to obtain a drone operator’s license if you plan to fly your drone for commercial reasons.
  • Insurance: Drone operators must have liability insurance to cover possible damages to third parties.

    These are the most important rules to know when flying a drone in Curaçao.

    • You cannot fly a drone over congested areas.
    • You are responsible for any damage that may occur if a collision occurs.
    • You must keep your drone in sight at all times. First-person view” technology does not satisfy this requirement.
    • You may not fly the drone higher than 120 meters (400 feet) without prior approval from the Curaçao Civil Aviation Authority.
    • You may not fly your drone within 50 meters (164 feet) of people, vehicles, buildings or structures. Also, do not fly above groups of people at any height.
    • You cannot fly the drone in rainy or stormy weather.
    • You should not fly the drone in low visibility conditions.
    • You must not fly your drone in restricted areas, including government or military installations. The use of drones or drones with cameras in these areas is prohibited.

  • Permitted Zones

    • Beaches and Tourist Areas: Many beaches and tourist areas allow the use of drones, as long as height and distance rules are respected.
    • Natural Parks: Some natural parks allow the use of drones, but it is advisable to notify the park authorities before flying the drone.

    Restricted Areas

    • Urban Centers: Flying drones in densely populated urban centers is restricted without special permission.
    • Military and Security Zones: These areas are strictly prohibited for drone flight. Example: You cannot fly your drone near Hato International Airport or the Cruise Terminal.

Permit Application Process

If you are traveling to Curaçao and want to bring your drone, the CAAC lists these special considerations for foreigners who want to fly drones on the island:

Drones must be registered with the CAAC before being brought into the country. Otherwise, the drone will be impounded until the appropriate forms have been submitted. The application for registration can be found here.

Step 1: Fill out the form and email it to civilair@gobiernu.cw. They will return the stamped form to you for you to use at customs upon arrival in Curaçao.

Step 2: Send the form stamped by Civil Air Curacao and a copy of your passport to the Bureau of Telecommunications (BTP) via email: BTP-Import-Equipment@Burtel.cw.

Step 3: Wait for confirmation and approval from the CAAC before operating your drone on the island.
